In the Fall of 1988, the House subcommittee on Asian and Pacific affairs adopted and referred to the Foreign Affairs Committee a resolution on flood assistance to Bangladesh. This resolution urged that the President of the United States submit a report to the U.S. Congress on the efforts of the international community to develop a regional program for the Ganges and Bhramaputra basins. BSN was granted an interview with a member of the President's team. Dr. Peter Rogers is a professor of Civil Engineering at Harvard University. The interview was conducted by James Risby, then a Ph.D. student of meterology and policy studies at MIT, Nusrat Retina and Nurul Kabir, both software engineers from the Boston Area.
